Civil aviation governance has long been highly regarded as a successful example of international cooperation. However, with the rapid proliferation of drones and autonomous flight systems, the framework established and operated by the International Civil Aviation Organization (ICAO) under the 1944 Chicago Convention is being forced to address new challenges.
This article examines the impact of these technological innovations on existing civil aviation governance and outlines the key challenges facing various countries, including aircraft detection and identification, human oversight, aviation security, institutional development, and capacity building. Furthermore, it provides an overview of the new institutional developments and policy responses being pursued by international organizations such as ICAO, regional organizations, and the European Union (EU).
